I’m not sure what that error means, but you likely need to sign up for a Google Voice account using your GMail address so they’re connected. See here:

I just installed this app on my Droid 2 and it says it cannot verify my phone number. I have a gmail email address and account. I made a new one and it says the same thing about not being able to verify my phone number. Does anyone know what this could mean and how to fix it?

Update: Google Voice is open to everyone in the U.S. and Canada now, you don’t need an invite!
